Huawei Shares Cloud-enabled ICT at AFRICA NATIONAL ICT Forum
[Cairo, Egypt, Oct 25, 2016] More than 100 ICT regulators, industry leaders and experts from
over 20 countries of the African continent gathered
yesterday for the co-hosting high
caliber event by Ministry of Communication Technologies and Digital Economy Tunisia and Huawei Technologies North
Africa. It was
the first time for such ministerial-spotlighted event
happened in Tunisia, the ICT hub envisioned by the Digital Agenda
2020. Held in the beautiful seashore city Hammamet, the theme of event is centering on “Building a Better Connected
Africa,” which aimed at communicating national
ICT practices, exploring ICT trends and how the
governmental entities and enterprises of different industries can collectively achieve the
goal of national digitalization.
Peng Song, President of Huawei
Technologies North Africa, elaborated Huawei's strategy and its
vision for enabling an intelligent world via pervasive cloud concepts and
technologies at AFRICA NATIONAL ICT FORUM. He called for the countries of the region to think about Cloud-based
ecosystem by such initiatives as kicking off cloud strategy, architecting cloud infrastructure,
developing cloud technology and realizing
cloudification.
During the Forum, Mr. Peng Song noted that “As Huawei, we regard the national ICT development will be
cloud-enabled. We assume in the near future an intelligent world
will bring about enormous changes in society and we are sure of that ICT will
be the cornerstone of this intelligent world. In our philosophy, the
intelligent world has three defining characteristics: all things will have the
ability to sense, all things will be connected, and all things will be
intelligent. The existence of these three defining characteristics depends
entirely on advanced ICT! In an intelligent world, devices will play the role
of the feelers in an all-sensing environment. Networks will connect everything,
and the cloud will be the source of intelligence behind all things. These three
elements form a synergetic architecture of devices, information pipes, and the
cloud.”
It was the first time that Huawei has
publicly given a comprehensive look at its cloud strategy and boldly called for
a cloud-enabled digital ecosystem in face of high caliber officers, including Mr. Hou Lin Zhao, Secretary General of ITU, ICT
ministers and counterpart Representatives across the Mediterranean and Africa
region. According to Huawei, the Company positions itself as the enabler
and driver of an intelligent world, and will persist in its culture of
customer-centricity, focusing on ICT infrastructure and innovative
cloud technology. Huawei intends to become a preferred partner in national
digitalization and cloud transformation while actively contributing to the
ecosystem through openness, collaboration, and shared success. Mr Peng Song indicated,
as an ecosystem enabler, Huawei is willing to help all of its customers build
all manner of clouds.
Responding to the existing
status of the Africa countries, the President of Huawei North Africa put
forward the recipes as follows.
It's vital for the
governmental entities and enterprises to change the mindsets around the role of
ICT. Nowadays ICT is shifting from a support system to production system, and it
is necessary to proactively use technology to redesign the production processes.
“There might be some
doubts from the audience today, is Cloud far from the Africa countries? How
shall we introduce such ICT-advanced cloud conception and implementation? From
my insights, a great number of African countries have the advantages to think
big and kick off the cause of cloud. Compared with some other regions, for the
African countries normally there are no historic legacy assets or mechanism to
block the way forward. Additionally, it
is more difficult for any single country in Africa to create a cloud ecosystem,
barely relying on its own strength and resources. Whereas, the untied efforts by the countries are
highly encouraged for the ushering of Cloud era. We should think big and act
small! ”, remarked by him.
Exporters encouraged to utilise more of AGOA tariff lines

South African exporters have been encouraged to utilise more of the tariff lines negotiated under the Africa Growth Opportunity Act (AGOA). This came through at the two-day Team Export South Africa (TESA) workshop which took place in Midrand in the past two days.
According to the Director of Americas Bilateral Trade Relations in the International Trade and Economic Development Division (ITED) of the Department of Trade and Industry (the dti) Mr Malose Letsoalo, South Africa is only utilising 141 tariff lines out of the 1835 that are there under AGOA. He added that with regards to the 3 400 non-reciprocal arrangements, South Africa was only utilising 459.
“We have experienced a lot of change and diversification in terms of our exports to the United States of America market from just exporting mainly commodities between 1994 and 2000, to more value-added products since 2001 to date,” said Letsoalo.
He highlighted that the value-added products included among others nuts, automotives, chemicals and wines, and said more of the opportunities exited in the sectors of agricultural products, automotive components and capital equipment among others.

This will assist us to deal with the triple challenges of poverty, unemployment and inequality,” said Letsoalo.
The Chief Director for the Incentive Development and Administration Division of the dti Mr Hawie Viljoen said the department was committed to assist exporters even under the tight budgetary constraints. According to Viljoen the department had introduced more stringent criteria in terms of providing funding for exporters into the international market.
“Some of the criteria that we had to introduce included improvement in terms of strengthening post-event export benefit tracking to ensure that the companies we fund are able to increase exports, to ensure high impact and value for money,” said Viljoen.
He highlighted that the importance of exporters making use of opportunities available for export but ensuring that there is value for money in terms of what government puts in.
Ms Jill Atwood-Palm from the South African Fruits and Vegetable Canners Association said she appreciated the interaction by government, agencies and export councils and highlighted the importance of continuous engagement, as sharing of resources will ensure that the common goal of increasing exports is achieved.
Export councils as well as provincial departments participating in the workshop expressed the need for collaboration, communication and increasing the partnership between the dti and the exporters. The workshop also resolved that Trade Invest South Africa (TISA) within the dti leads the process of developing an action plan derived out of the Integrated National Export Strategy to ensure that the objectives are realised.

The Gambia Announces Withdrawal from ICC
The Gambia is the third country to announce its withdraw in recent weeks following Burundi and South Africa

In response to Gambia’s decision to withdraw from the treaty that established the International Criminal Court, Freedom House released the following statement:
“Gambia’s withdrawal from the ICC threatens human rights protection in the country, especially given the government's failure to protect the fundamental freedoms of its citizens," said Vukasin Petrovic, director of Central, West and East Africa programs. "The Gambian government has repeatedly deprived citizens of basic civil liberties by cracking down on public protests and jailing opposition and civil society figures, and withdrawal from the ICC removes a mechanism of protection.”
Background:
The International Criminal Court (https://www.icc-cpi.int/) was established under the Rome Statute to prosecute those who commit war crimes or crimes against humanity. With all cases in trial coming from the African Continent the ICC has faced backlash from African leaders despite the fact that five of the countries with cases before the Court came from state invitations to investigate. Once Sudan’s President was targeted however, leaders became less supportive of the Court. The Gambia is the third country to announce its withdraw in recent weeks following Burundi and South Africa. The African continent has more signatories to the Rome Statute than any other continent.
