Argo Group Hires Jose A. Hernandez as Head of International Businesses and Appoints David Harris as Head of Performance for the Group

Hernandez to lead the company’s international business, which includes all insurance and reinsurance operations outside of the U.S. The appointment of Hernandez is effective October 3.

With almost 30 years of industry experience, Hernandez started his career working for several insurers in the U.S. and abroad. He has expertise in field operations, distribution, underwriting, claims, strategic planning and management. Over the course of his career, Hernandez has held country (Mexico), regional (Asia) and global (New York corporate headquarters) roles.

Argo to establish new head of performance position

As a part of this change, David Harris, managing director of ArgoGlobal Syndicate 1200 will begin transitioning into a new group-level role, head of performance. He will report directly to Argo Group CEO, Mark Watson, with specific accountability for performance management.

New Study shows how TIR, the World’s only Universal Customs Transit System, can Radically reduce Trade Costs in Africa

Since 1949, TIR has made international freight transits faster, more efficient and more secure, helping increase trade, boosting economic growth and making communities stronger

GENEVA, Switzerland, September 29, 2016/ -- The International Road Transport Organisation (IRU) (https://www.IRU.org) report, “Transit costs in East and Southern Africa” clearly demonstrates how African countries implementing the TIR Convention can reduce the costs of trade in southern and eastern Africa thus saving billions of dollars and increasing GDP in African countries. Since 1949, TIR has made international freight transits faster, more efficient and more secure, helping increase trade, boosting economic growth and making communities stronger. With TIR, goods are contained in sealed load compartments, and the contents are detailed in a TIR Carnet. This essential document accompanies the driver and the cargo along its journey. Customs simply have to verify the Carnet and that the seals are intact, rather than spend time to open the container and physically check the load. Umberto de Pretto, IRU Secretary General said “Some of the world’s highest trade costs can be found in Africa and the world’s road transport organisation, IRU, is working to support governments and the private sector to reduce these costs.” He continued “The report results show that TIR is up to 16 times less expensive than the national bond system on the Northern Corridor between Walvis Bay and Lubumbashi, and is also substantially more cost efficient on the three other African trade corridors in the study.” The report unequivocally concludes that the TIR system is the most cost effective transit bond method and could be deployed on all trade corridors in Africa. TIR, the world’s only universal customs transit system and one of the most successful international transport conventions, has a big role to play in reducing the costs of trade. TIR makes border crossings faster, more secure and more efficient, reducing transport costs, and boosting trade and development. The TIR Convention is gaining momentum with government authorities and businesses on Africa’s trade corridors. IRU is working closely with stakeholders in Kenya, Uganda, Tanzania, Zambia and Namibia to analyse the potential benefits of TIR and to work towards accession and implementation. Clive Smith from Walvis Bay Corridor Group said “Implementing TIR along the Walvis Bay Corridor could have a huge impact on reducing the cost of moving goods between the port and the hinterland. أكد الدكتور ناصر السعيدي، مؤسس ورئيس شركة ناصر السعيدي وشركاه، وعضو المجموعة الاستشارية الإقليمية بصندوق النقد الدولي لمنطقة الشرق الأوسط وشمال أفريقيا، أن دولة الامارات تمتلك مقومات فريدة للتنوع الاقتصادي، وتتميز بانفتاحها على العالم، وتتبنى سياسة التأقلم والتغيير مع المستجدات على الساحة الدولية.

وأوضح السعيدي، خلال كلمته الافتتاحية لفعاليات اليوم الثاني والأخير من منتدى الشارقة للاستثمار الأجنبي المباشر 2016، التي حملت عنوان "الإمارات – الآفاق والتحديات لنموذج التنمية الاقتصادية غير النفطية"، وحاورته فيها كورتني فينغار، رئيس تحرير مجلة الاستثمار الاجنبي المباشر التابعة لمجموعة "فايننشال تايمز" البريطانية، أن اتخاذ دولة الامارات قرار تقليص الاعتماد على النفط في فترة هبوط أسعاره كان قراراً حكيماً، يعكس إدراكها لمسألة التركيز على تنويع مصادر دخل قومية جديدة، مثل التجارة وعائدات التصدير، وغيرها.

ولفت إلى أنه في ظل سعي حكومة الإمارات إلى ضبط السياسة المالية والبحث عن موارد جديدة للدخل، اتجهت إلى ترشيد الإنفاق الحكومي، وسعت إلى خفض الدعم على المنتجات، كما أعلنت عزمها تطبيق ضريبة القيمة المضافة مطلع 2018.

وأكد أن هناك مزيداً من خصخصة المشاريع العامة، وتحويلاً للخريجين إلى القطاع الخاص، الأمر الذي يحتم فرض نموذج جديد للعمل الاقتصادي ومصادر الدخل المتنوعة.

وتطرق السعيدي إلى العوامل الأساسية التي تحدد توجهات الإمارات الاستثمارية مستقبلاً، فقال: "يأتي في مقدمة هذه العوامل، العامل الديمغرافي، إذ إن نمو شريحة الشباب والخريجين يعني توجيههم للعمل في قطاعات أخرى خارج العمل الحكومي، مثل التجزئة والضيافة وغيرها من القطاعات الداعمة، التي تحرك المشاريع الاستثمارية".

وأضاف: "العامل الثاني هو الاستثمار في مصادر الدخل، فالإمارات تقع في مراتب عالمية متقدمة نتيجة استثمارها في مشاريع البنية التحتية، الأمر الذي يجب معه فتح المطارات والموانئ أمام بضائع وسلع دول العالم، وهذا ما نجحت فيه الدولة باقتدار، حيث تستخدم الصين موانئ الإمارات لمرور بضائعها إلى دول أخرى مثل أفريقيا؛ في حين يتلخص العامل الثالث باستغلال علوم الفضاء على المستوى التجاري، كون الدولة باشرت بمشروعات فضائية متنوعة".

وأفاد بأن "مستقبل الإمارات في الاستثمارات الجديدة يجب أن يركز على مشاريع الطاقة المتجددة والتفكير بالدخول في تكنولوجيا (النانو)"، لافتاً إلى أن الإمارات استطاعت طوال الأعوام الـ 25 المنصرمة تحقيق نقلة نوعية في اقتصادها.

وأكد على ضرورة التفكير بالمستقبل من خلال تمكين جيل الشباب من الابتكار والمعرفة، والسماح بإقامة الخبراء الذين يتم استقدامهم بعقود سنوية تمتد إلى أعوام طويلة، وإطلاق برامج حكومية على المستوى الاتحادي، وتعزيز التشريعات الكفيلة بتسهيل الاستثمارات وحمايتها، والتي كان آخرها قانون الإفلاس الذي تم إقراره أخيراً، الأمر الذي يزيل الخوف عن المستثمرين الأجانب، إضافة إلى ضرورة وجود قوانين تحكم التقاعد للمستثمرين الأجانب والضمان الاجتماعي، لا أن تقتصر على المواطنين".

ودعا السعيدي إلى دمج المناطق الحرة المنتشرة في إمارات الدولة، لما لها من دور في تشجيع الاستثمارات في الإمارات كافة، بالإضافة إلى ضرورة تطوير مزيد من المعاهدات التجارية الحرة للمساعدة في تنمية السوق.

وتوجه بتقديم نصائح لإمارة الشارقة، أهمها: ضرورة الاستمرار في تطوير المنظومة التعليمية وبذل مزيد من الجهود في هذا الجانب، إذ تحتاج الشارقة لافتتاح المزيد من المختبرات والبحوث حتى تصبح مركزاً للعلوم والتكنولوجيا، إضافة إلى دمج المناطق الحرة في الإمارة، وإنشاء شبكات وطنية متخصصة بالنقل والكهرباء والطرق وغيرها.

وكانت فعاليات النسخة الثانية من منتدى الشارقة للاستثمار الأجنبي المباشر 2016، الذي تنظمه كل من هيئة الشارقة للاستثمار والتطوير (شروق) و"فاينانشال تايمز" البريطانية، ومجلة الاستثمار الأجنبي المباشر، انطلقت الأربعاء الماضي، في قاعة الجواهر للمناسبات والمؤتمرات، واختتمت أعمالها أمس (الخميس)، بمشاركة واسعة لنخبة من صناع القرار والمسؤولين والخبراء الاقتصاديين.

التكامل أساس استراتيجية علامة (استثمر في الشارقة) ومبادرات عديدة لتعزيز البيئة الاستثمارية

"الشارقة للاستثمار الأجنبي" نجح في تسليط الضوء على المميزات الفريدة لبيئة الأعمال في الإمارة

لا يكاد يمر يوم على إمارة الشارقة، إلا وهناك إنجاز اقتصادي يتحقق في ربوعها هنا أو هناك، تتنامى معه الحاجة إلى الحفاظ على ما تم إنجازه، وتكبر الرغبة في تحقيق المزيد، والهدف، الحفاظ على ريادة مستحقة اكتسبتها الإمارة على مر السنوات لمكانتها الاستثمارية، لتغدو معها نقطة لامعة على خارطة الاستثمارات الإقليمية، مع تطلع دائم لا يعرف الكلل إلى العالمية.

وبالأمس القريب، كانت الشارقة تسطر في كتاب إنجازاتها سطراً جديداً، فمع ختام "منتدى الشارقة للاستثمار الأجنبي المباشر 2016"، الذي نظمته كل من هيئة الشارقة للاستثمار والتطوير (شروق) و"فاينانشال تايمز" البريطانية ومجلة الاستثمار الأجنبي المباشر، بحضور الشيخة بدور بنت سلطان القاسمي، رئيس هيئة الشارقة للاستثمار والتطوير (شروق)، والذي انتهت فعالياته الخميس الماضي، بعد أن استمرت يومين، أثبتت الإمارة مجدداً أنها "الحصان الأسود" في ميدان الترويج لاستقطاب الاستثمارات الأجنبية في المنطقة، فهذا الحدث الفريد، عالمي المستوى، يمثل إحدى أهم الفعاليات الاقتصادية من نوعها في دول الخليج والشرق الأوسط، ولا أدل على ذلك من حجم المشاركة العالمية الكبيرة التي استقطبها، والبالغة أكثر من 1000 من صناع القرار والمسؤولين ورؤساء الشركات والخبراء الاقتصاديين الذين حضروا من مختلف دول العالم.

آفاق الاستثمار

وشهد المنتدى تنظيم العديد من الجلسات الحوارية والنقاشية التي أوردت بمجملها طروحات مهمة ورؤى اقتصادية متنوعة وشاملة، إلا أن جلسته الختامية، التي حملت عنوان "الرؤى ووجهات النظر حول آفاق الاستثمار ونمو الأعمال في إمارة الشارقة ودولة الإمارات العربية المتحدة"، تميزت بأهميتها الكبيرة، فقد شكلت بالنهاية تلخيصاً لأهداف المنتدى، الساعي إلى تعزيز مكانة دولة الإمارات عموماً، وإمارة الشارقة تحديداً، على خارطة دول العالم الجاذبة للاستثمارات الأجنبية في مختلف القطاعات، عبر تعريف المستثمرين بشفافية بالواقع الاستثماري المحلي، وتوجيههم إلى القطاعات الاستثمارية التي من الممكن أن تشكل لهم فرصاً لتحقيق عائدات متنامية، إضافة إلى التأكيد على أهمية عقد الشراكات الاستراتيجية مع الشركات المختلفة الراغبة بالتوسع في أعمالها إلى الإمارة، والمجتمع المحلي والمؤسسات التعليمية لتوفير أجواء من الثقة المتبادلة تعزز جودة مناخ الاستثمار القائم.

شراكات استراتيجية

وخلال الجلسة، التي شارك فيها كل من سعادة خالد عيسى الحريمل، الرئيس التنفيذي لشركة الشارقة للبيئة "بيئة"، ومحمد جمعة المشرخ، مدير مكتب الشارقة للاستثمار الأجنبي المباشر في (شروق)، وأدارها تيم روغمانز، الأستاذ المساعد، في كلية الاقتصاد جامعة زايد، أكد محمد  المشرخ على أن هيئة الشارقة للاستثمار والتطوير (شروق) تعمل منذ سنوات عديدة على استراتيجية متكاملة للاستفادة من المقومات الاقتصادية والتشريعات الاستثمارية المرنة في الإمارة، وأن علامة (استثمر في الشارقة) التي بنيت استراتيجيتها على أساس التكامل والعمل المشترك لتعزيز البيئة الاستثمارية والعمل المشترك، ستشكل انطلاقة جديدة لاستراتيجية الشراكات الاستثمارية، حيث تتضمن العلامة استراتيجية وخطة عمل ومجموعة من المبادرات لتعزيز البيئة الاستثمارية واستقطاب مزيد من الاستثمارات النوعية والمتنوعة إلى الإمارة".

من جانبه، أوضح سعادة خالد عيسى الحريمل، خلال الجلسة، أن "ترابط شركة (بيئة) مع المجتمع كان سبب نجاحها ونموها"، مضيفاً: "سهلت معرفتنا بالأسواق المحلية من أعمالنا التجارية في المنطقة، فنحن جزء من نسيج هذا المجتمع، وعلاقاتنا الوثيقة امتدت لتشمل الطلاب أيضاً، فعلى سبيل المثال، لدينا علاقات تعاون مباشرة مع الجامعة الأمريكية بالشارقة، حيث نقوم بمشروع مع الطلاب هناك لقياس جودة الهواء، كما أننا نشرف على مبادرة مماثلة مع الجامعة الأمريكية تركز على قياس جودة الماء، وهكذا، فإن تداخلنا في المجتمع على هذا النحو هو المحرك الرئيس لنمونا".

التكامل مبدأً

ويبدو واضحاً لمن يراقب المشهد الاقتصادي في الشارقة عن كثب، أن الإمارة حددت هدفاً لا حياد عنه، يتمثل في تبني مبدأ التكامل في كل شيء، إذ يبدأ الأمر بالتكامل بالتشريعات والقوانين، ويمتد إلى التكامل في عمل الدوائر الحكومية، ثم التكامل في التواصل مع المستثمرين والمجتمعات المحيطة، وأخيراً، التكامل مع الإمارات الست الشقيقة في منظومة واحدة بهدف الارتقاء بمكانة الدولة الاستثمارية والاقتصادية، إلى أعلى المراتب العالمية.

وحول هذا المحور، قال محمد المشرخ، على هامش أعمال المنتدى: "أدركت الشارقة مبكراً أهمية ترسيخ مبدأ التعاون في مختلف النواحي، لاسيما في العمل الحكومي، وسعت إلى تعزيزه، وكان هذا نابعاً من رؤية قيادتها الرشيدة وإدراكها بأن التعاون، وبمفهومه الأوسع الذي يشمل التكامل، يعتبر الأساس المتين لصرح النجاح العالي".

وأضاف: "انتهجنا هذا المبدأ الحكيم وطبقناه في عملية الترويج الاقتصادي والاستثماري للإمارة في مختلف الأحداث والفعاليات الكبرى والصغرى، محلياً ودولياً، فلم تعقد (شروق) حدثاً ترويجياً للشارقة، إلا وكان للهيئات الحكومية الأخرى المعنية ولشركائنا الاستراتيجيين حضور فيه، وقد أثمرت هذه السياسة في تعزيز الإدارة الكفؤة للموارد الحكومية، وفتح قنوات الحوار على أوسع أبوابها، وبالتالي تذليل العقبات الاستثمارية، وتسهيل الإجراءات على المستثمرين إلى أقصى الحدود".

وأوضح مدير مكتب الشارقة للاستثمار الأجنبي المباشر في (شروق): "تتويجاً لمستوى التكامل الرفيع الذي وصلنا إليه في العمل الحكومي بالإمارة، شهدنا خلال منتدى الشارقة للاستثمار الأجنبي المباشر الإعلان عن علامة (استثمر في الشارقة)، هذه العلامة التي هدفنا من خلالها إيصال رسالة مباشرة إلى المستثمرين في جميع أنحاء العالم مفادها بأن جميع الجهات الحكومية والرسمية في الشارقة تعمل على قلب رجل واحد لتسهيل أعمالكم وازدهارها، ضمن مختلف القطاعات الاقتصادية، لتشعروا في النهاية أن أعمالكم لم تغادر أوطانكم".

وأفاد المشرخ بأن "منتدى الشارقة للاستثمار الأجنبي المباشر، بكل ما احتواه من محتوى معلوماتي وفكري ثري، وتنظيم راقي، ومشاركة محلية ودولية واسعة، وإطلاق لعلامة (استثمر في الشارقة)، هو خير دليل على نجاح التكامل في العمل الحكومي بالشارقة، كما أنه دليل على نجاح آخر لسياسة الترويج الاستثماري التي ننتهجها في الشارقة، لكن هذا لا يعني أبداً أن نركن إلى ما وصلنا إليه ونتوقف عنده، لأننا عندها سنفقد لذة النجاح، فالترويج للفرص الاستثمارية إنجاز كلما حققنا منه جزءاً، ازدادت رغبتنا في تحقيق جزء أكبر، وفي النهاية، سنجد أن هذه العملية بكل بساطة لا تنتهي، طالما أن الطموح في الوصول إلى القمة لا يزال قائماً".

يشار إلى أن منتدى الشارقة للاستثمار الأجنبي المباشر، اختتم أعمال نسخته الثانية الخميس الماضي، بعد أن شهد على مدار يومين استعراضاً لآفاق الاستثمار في دولة الإمارات العربية المتحدة عموماً، والشارقة على وجه التحديد، وتناولاً للأحداث الاقتصادية الأبرز على الساحة
