Abu Dhabi, United Arab Emirates, 7 September 2014: InterContinental Abu Dhabi has today announced the launch of the Bayshore, Abu Dhabi’s most private beachfront destination to relax, rejuvenate and refuel.  

Located within InterContinental Abu Dhabi’s picturesque marina, and just five minutes from the Corniche, the Bayshore is set to become the capital’s most desirable beach and health club. The brand new destination combines the best in health, relaxation and entertainment with 300m of natural beachfront, a stunning infinity pool, swim-up bar, separate children’s pool and play area, premium health and sports facilities, day spa and restaurant.

Abu Dhabi Residents to Benefit from the UPC’s New Community Facility Planning Standards


The Abu Dhabi Urban Planning Council’s new regulations will ensure every neighbourhood is well served by a full range of services and facilities
ABU DHABI, 07 September 2014: Every resident of Abu Dhabi will enjoy easy access to high- quality community facilities and services over the coming years under new Standards unveiled today by the Abu Dhabi Urban Planning Council (UPC).
The new Abu Dhabi Community Facility Planning Standards (CFPS) set out the specific social, educational, cultural, recreational and healthcare facilities that must be provided in new and existing communities across the Emirate. Depending on the size, demographics and needs of a development, these might include police stations, sports centres, schools and hospitals, amongst others.
The document provides policies and guidance for Government agencies, developers and planners as to the required number, type and location of community facilities in project proposals.
For example, it stipulates that a community of between 6,000 and 10,000 residents must have access to a ‘Neighbourhood Centre’ consisting of a community centre, a police point, an early-learning centre and a small medical clinic.
A ‘District Centre’ comprising a post office, a large health clinic, a library, a sports centre, municipal offices and a community support centre must be provided for larger developments of 30,000 to 40,000 residents. The document states that a ‘Sub-Regional Centre’ must be provided for every 80,000 residents. This would contain a community support centre, a cultural centre and a multi-purpose hall, in addition to all the amenities found in a Neighbourhood Centre and a District Centre.
Eng. Amer Al Hammadi, Executive Director, Planning and Infrastructure Sector, UPC, said: “The launch of our Abu Dhabi Community Facility Planning Standards is another important milestone for the UPC and for the future development of the Emirate in line with Vision 2030.
“The Government recognises that successful, healthy and sustainable communities are well served by a full range of community facilities that are appropriate to residents’ needs and which are accessible to all. The Standards set out how this will be achieved.
“The CFPS will ensure that community facilities are considered right from the start of the planning process so that everyone in Abu Dhabi has equal access to community facilities, which is a clear direction from our Leadership. This direction has resulted in a truly collaborative process with all stakeholders involved.”
Any new development of at least 2,000 permanent residents will be expected to abide by the CFPS. The Standards would be applied on a case-by-case basis to existing communities as and when they are undergoing revitalisation work, said Eng. Al Hammadi.
Under the guidelines, the provision of facilities such as schools, police and petrol stations will be calculated according to the demographic breakdown of the particular development proposal. For example, schools will be based on the number of children in the area, while civil defence stations will be determined by analysis of need and existing response times.
The CFPS requires that community facilities are delivered in line with the development of a neighbourhood – so schools and clinics, for example, will open up as a community is being developed rather than waiting until it is fully occupied.
The new Standards were drawn up following a thorough consultation process. The UPC surveyed 11,000 households across the Emirate to ask them about their use of community services and what specific facilities they would like to see in their areas.
The UPC also collaborated with 12 Government agencies, including the Department of Municipal Affairs, Abu Dhabi Education Council, Health Authority - Abu Dhabi and Abu Dhabi Tourism and Culture Authority, to produce the CFPS.

أبوظبي للتخطيط العمراني يطلق معايير تخطيط المرافق المجتمعية

توفير مجموعة شاملة من المرافق الخدمية المتنوعة في المجتمعات السكنية بحسب الكثافة السكانية واحتياجات المناطق السكنية
أبوظبي 7 سبتمبر 2014: أعلن مجلس أبوظبي للتخطيط العمراني عن إطلاق واعتماد معايير تخطيط المرافق المجتمعية في إمارة أبوظبي لكافة المشاريع التطويرية الجديدة، والتي تضم مجموعة من السياسات والقواعد حول سبل توفير مرافق مجتمعية خدمية متنوعة تلبي كافة الاحتياجات بما يتوافق مع عدد سكان المنطقة وطابعها العام.
وتهدف هذه المعايير بصفة رئيسية إلى توفير مستويات معيشة صحية ومستدامة وناجحة لسكان مختلف المناطق في الإمارة من خلال توفير مجموعة كاملة من المرافق المجتمعية التي تخدم هذه المجتمعات من مراكز صحية وتعليمية، ومراكز خدمات حكومية ومؤسساتيه، ومرافق اجتماعية وثقافية، تلبي كافة احتياجات السكان الذين يمكنهم الوصول إليها بسهولة ويسر.
وتوضح المعايير  سياسات وأسس تنظيم وتحديد المرافق الاجتماعية والتعليمية والثقافية والترفيهية والطبية في المجتمع السكني كمراكز الشرطة والمنشآت الرياضية والمدارس والمستشفيات، بناءً على الكثافة السكانية، وطابع المنطقة، والانتشار الديموغرافي للمنطقة، فعلى سبيل المثال، سيكون عدد المدارس وفقاً لعدد الأطفال في المنطقة، فيما سيكون عدد مراكز الدفاع المدني وفقاً للحاجة ووقت الاستجابة.
تطبق هذه المعايير فقط عندما يتخطى عدد السكان الدائمين في المشاريع التطويرية حاجز الـ 2,000 نسمة، ويتم بناءً على ذلك تحديد المرافق المجتمعية اللازمة لتلبية احتياجات السكان من خلال تسلسل مكون من 6 مراحل. فعلى سبيل المثال، يتوجب على المنطقة السكنية التي تتراوح الكثافة السكانية فيها بين 6 آلاف و10 آلاف نسمة، أن تحتوي على "مركز حي سكني" يتضمن مركز خدمات اجتماعية، ومركز شرطة مجتمعية، ومركز تعليم مبكر (روضة أطفال)، وعيادة طبية صغيرة.
أما المناطق التي يتراوح عدد سكانها بين الـ 30 ألف وحتى الـ 40 ألف نسمة فيجب أن تتضمن مكتب بريد وعيادة طبية كبيرة ومكتبة ومركز ألعاب رياضية ومكاتب بلدية ومركز دعم مجتمعي. 
وفي تعليق له صرح المهندس عامر الحمادي، المدير التنفيذي لقطاع التخطيط والبنية التحتية في مجلس أبوظبي للتخطيط العمراني: "يشكل إطلاق دليل معايير تخطيط المرافق المجتمعية في أبوظبي ركيزة هامة أخرى بالنسبة لمستقبل أبوظبي وتطوره تماشياً مع إطار رؤية أبوظبي 2030، حيث تهتم هذه المعايير بتعزيز مبدأ توفير حياة كريمة وأسلوب معيشة عصري ومتكامل لسكان الإمارة وهو ما تحثنا عليه قيادتنا الحكيمة باستمرار."
وأضاف بقوله: "تدرك حكومتنا أن بناء المجتمعات الصحية والمستدامة والناجحة يتم من خلال تجهيز مجموعة من المرافق المتنوعة توفر احتياجات السكان ويمكن للجميع استخدامها، لذلك تم اعتماد هذه المعايير بتعاون كبير من جهات حكومية عدة تجمعها رؤية أبوظبي 2030."
وقد اعتُمدت المعايير الجديدة بعد إجراء سلسلة طويلة من الاستشارات، حيث أجرى مجلس أبوظبي للتخطيط العمراني استبياناً شمل 11 ألف أسرة عبر أرجاء الإمارة لمعرفة نوعية الخدمات المجتمعية التي يستخدمونها، والمرافق التي يرغبون بتوفرها في مناطقهم. كما تعاون مجلس أبوظبي للتخطيط العمراني مع 12 جهة حكومية لإنجاز هذا الدليل، ومنها دائرة الشؤون البلدية، ومجلس أبوظبي للتعليم، وهيئة الصحة في أبوظبي، وهيئة أبوظبي للسياحة والثقافة.
وتتطلب المعايير تجهيز المرافق المجتمعية أثناء تنفيذ العمل، لذلك فإن افتتاح المدارس والمراكز الصحية سيتم أثناء العمل على تطوير المنطقة، بدلاً من الانتظار حتى اكتمال انتقال السكان إليها.
جدير بالذكر، أنه بالرغم من إعداد هذه المعايير ليتم استخدامها في عمليات التخطيط لكافة المجتمعات العمرانية الجديدة، إلا أنه من المقرر استخدامها أيضًا في عمليات إعادة تطوير المجتمعات العمرانية القائمة.

أشاد مركز الإحصاء – أبوظبي بالتعاون الكبير بينه وبين مجلس أبوظبي للتخطيط العمراني، مما أثمر عن إصدار هذا الدليل المتميز حول "معايير تخطيط المرافق المجتمعية في إمارة أبوظبي"، مؤكداً أهميته في خدمة صناع القرار وقطاع الأعمال والباحثين في مجال التخطيط العمراني والخدمات المجتمعية، ومتوقعاً الفوائد الكبيرة المنتظرة من توفير ونشر هذه المعايير لراسمي السياسات في إمارة أبوظبي، كما أوضح مركز الإحصاء – أبوظبي حرصه على التعاون مع كافة الجهات في بناء أفضل نظام إحصائي للإمارة بما يدعم خططها الاستراتيجية الخاصة بالتنمية المستدامة.
