Allianz Commercial: Cyber insureds gain momentum against attackers, but supply chain challenges remain

 

  • Ransomware is the biggest loss driver, accounting for 60% of the value of large cyber claims (>€1mn), while threats posed by supply chains, privacy regulation and social engineering require attention, especially as an uptick in loss activity is expected from Black Friday onwards.
  • Despite the increasing level of attacks, analysis of Allianz Commercial cyber claims shows severity is down by 50% and large claims frequency by 30%  during H1 2025 to date, driven by larger companies’ elevated detection and response capabilities.

September 24, 2025: The cyber risk and insurance landscape in 2025 reveals a complex and evolving threat environment. Large insured companies are becoming increasingly resilient against cyber-attacks with strengthening of cyber security and preparedness and response capabilities helping to mitigate the impact of some of the large cyber losses in 2025 to date. However, the reliance on digital supply chains, impact of expanding privacy regulation, and more sophisticated social engineering attacks targeting employees are also broadening the scope of potential losses for all companiesaccording to the latest Cyber Security Resilience Outlook from Allianz Commercial.

 

During the first half of 2025, analysis of Allianz Commercial cyber claims shows the overall frequency of notifications was in line with activity a year earlier with around 300 claims. Despite the increasing sophistication and volume of attacks companies face, claim severity has declined by more than 50%, while the frequency of large loss claims is down by around 30%, driven by larger companies’ cumulative investments in cyber security, detection and response. However, the expanding risk landscape means there is no room for complacencyRansomware attacks remain the top driver of cyber incidents while the focus of attackers is also shifting to smaller or mid-sized companies which are less resilient against cyber-attacks and data breaches. Overall, the total number of cyber claims in 2025 is expected to remain stable (around 700), with a seasonal uptick in activity expected around Black Friday at the end of November to year-end.

 

“Several ransomware events have hit the headlines this year, but overall, we see that insured losses from these attacks have decreased in 2025 to date. Insureds’ increased detection and response capabilities are helping to stop some attacks at an early stage. Every step an attacker progresses, and every minute that they are in the system, the impact goes up exponentially. The cost of a ransomware attack that progresses to data theft and encryption can be 1,000 times higher than an incident that is detected and contained early,” explains Michael Daum, Global Head of Cyber Claims at Allianz Commercial.

Ransomware remains biggest driver of cyber insurance claims

 

Ransomware attacks accounted for around 60% of the value of large claims during the first half of 2025. High-profile incidents across many industries underscore ongoing threats, although there are signs international co-ordination by law enforcement agencies and the strengthening of cyber security by large corporates is having a positive impact. Attackers are also shifting focus to smaller firms, which are typically less resilient than multinationals, as well as firms in other territories, such as in Asia or Latin America. Ransomware was involved in 88% of data breaches at small and medium firms compared to 39% at large firms, according to Verizon.

 

As large companies have improved their response capabilities, recent years have seen a shift from purely extortion-based ransomware attacks to double extortion including data exfiltration – 40% of the value of large cyber claims during the first half of 2025 included data theft, up from 25% in all of 2024. Losses involving data exfiltration were more than double the value of those without. The average global data breach cost hit a record high at almost US$5mn in 2024, driven by factors such as the impact of stricter data privacy regulation.

 

The retail sector has been particularly vulnerable to cyber incidents, entering the top three of most impacted industries, according to analysis of large cyber claims over the past five years, accounting for 9% of claims by value after manufacturing (33%) and professional services firms (18%). Retailers often have high revenues, handle large volumes of personal data, and are vulnerable to business interruption, which all provide leverage when making extortion demands. Large numbers of staff, suppliers and IT systems create a wide attack surface.

                                                                      

Meanwhile, an expanding risk landscape is also broadening the potential scope of losses for companies, with non-attack incidents, such as wrongful collection and processing of

data, as well as technical failure, accounting for a record 28% of large claims by value during 2024. At the same time, organizations continue to face new challenges and threats from their growing reliance on digital supply chains, the impact of expanding privacy regulation, and the increasing number of social engineering attacks involving sophisticated impersonations of company staff to gain access to company systems.

 

Cyber-resilience gap between uninsured and insured organizations continues to widen

In Germany, insurance industry figures show that the loss impact of cyber insureds increased by around 70% over four years, compared with a 250% increase in the economic impact of cyber crime. This resilience gap of more than 3:1 reflects cyber insurance policyholders’ heightened awareness of risk and their actions to mitigate it, many of which are a condition of obtaining insurance. It also reflects the effectiveness of risk prevention services and incident response assistance provided by insurers. Minimizing business interruption, which accounts for over 50% of cyber claim values, remains a key objective, as business continuity planning will significantly reduce costs for companies and insurers. 

 

“The global cyber insurance market is predicted to more than double to close to US$30bn by the end of the decade, yet penetration remains relatively low. We need to underline that cyber insurance plays an important role in helping build resilience at a time of rapid technological and regulatory change. Many companies remain unaware of the breadth of coverage offered, which can include costs associated with breach response, business interruption, and regulatory fines and penalties,” says Jarrod Schlesinger, Global Head of Financial Lines and Cyber at Allianz Commercial.

Social Engineering on the Rise — New Unit 42 Report

How Cybercriminals and Nation-State Actors Are Leveraging Sophisticated Social Engineering Techniques to Attack Global Organizations at Scale

Today, Palo Alto Networks Unit 42 released the 2025 Unit 42 Global Incident Response Report: Social Engineering Edition. This report explores the top initial attack vector we observed over the past year – social engineering. During this period, over a third of all Unit 42 Incident Response cases began with a social engineering tactic.

The report analyzes how attackers are exploiting trust to breach organizations, leading to business disruption and financial loss. Insights are derived from Palo Alto Networks telemetry, over 700 incident response case studies, and Unit 42 threat research.

Social Engineering Data Reveals How Human Vulnerabilities Are Exploited

Social engineering is the most common initial access vector observed by Unit 42, with phishing accounting for 65% of social engineering-driven cases. These attacks often target privileged accounts (66%), utilize impersonation of internal personnel (45%) and involve callback or voice-based techniques (23%), which are becoming more sophisticated as attackers leverage AI.

The success of social engineering stems from exploiting human behavior and weak controls, rather than technical vulnerabilities. Our data reveals several key patterns driving the success of these social engineering attacks:

  • Business Disruption: Social engineering attacks resulted in data exposure in 60% of cases, 16 percentage points higher than other initial access vectors. Business email compromises (BEC) accounted for roughly half of all social engineering cases, with nearly 60% leading to data exposure.
  • Novel Vectors: While phishing leads, 35% of social engineering cases use methods like SEO poisoning, malvertising, smishing and MFA bombing. Attackers are expanding beyond email to other platforms and devices.
  • Control Gaps: Ignored alerts (observed in 13% of all social engineering cases), excessive permissions (10%) and lack of MFA (10%) are common weaknesses. Overwhelmed security teams often miss or deprioritize alerts.

AI Fuels a New Era of Social Engineering

AI has the power to reshape social engineering threats. While traditional methods persist, attackers are now using AI tools for speed, realism and scale. Unit 42 has observed three levels of AI-enabled tooling in incidents:

  • Automation tools accelerate intrusion steps.
  • Generative AI creates human-like content for personalized lures, voice cloning and adaptive interactions.
  • Agentic AI autonomously executes multistep tasks, including cross-platform reconnaissance and creating synthetic identities for targeted campaigns.

This indicates a shift where AI components support conventional social engineering, increasing the scale, pace and adaptability of attacks.

Social Engineering Can Be Both Highly Targeted and Highly Scalable

In the report, Unit 42 outlines two top observed social engineering models, both designed to bypass controls by mimicking trusted activity:

High-touch compromise targets specific individuals in real time. Threat actors impersonate staff, exploit help desks and escalate access without deploying malware. This often involves voice lures, live pretexts and stolen identity data, as seen in Muddled Libra and various nation-state activities. These white glove attacks are highly targeted and tailored, employing help desk impersonation, voice spoofing and technical reconnaissance to achieve deep access, broader system control and higher potential for monetization.

At-scale deception includes ClickFix-style campaigns, SEO poisoning, fake browser prompts and blended lures that trigger user-initiated compromise across multiple devices and platforms. Large-scale ClickFix campaigns trick users into executing malware through fraudulent system prompts and CAPTCHA tests. We’ve observed these attacks across healthcare, retail and government sectors, often resulting in widespread credential compromise and operational downtime.

How Organizations Become Low-Hanging Fruit for Social Engineering

Social engineering persists due to overpermissioned access, gaps in behavioral visibility and unverified user trust in human processes. Threat actors exploit identity systems, help desk protocols and fast-track approvals by mimicking routine activity. To counter this, security leaders must shift beyond user awareness, recognizing social engineering as a systemic threat. This requires:

  • Implementing behavioral analytics and identity threat detection and response (ITDR) to proactively detect credential misuse.
  • Securing identity recovery processes and enforcing conditional access.
  • Expanding zero trust principles to encompass users, not just network perimeters.

As technology evolves, attackers exploit human trust and productivity. The nature of trust, verification and defense is changing. This report reflects trends and attacker innovations observed over the past year. By contextualizing these findings, security leaders gain tools to recalibrate defenses, protect business continuity and maintain an edge in an evolving threat environment.

دبي، الإمارات العربية المتحدة - 17 سبتمبر 2025: أشار تقرير الاستجابة للحوادث الأمنية العالمية 2025 الصادر عن شركة بالو ألتو نتوركس إلى أن الهندسة الاجتماعية مثلت أبرز الثغرات الأمنية التي تم استخدامها في الهجمات خلال العام الماضي، حيث انطلقت ثُلث التهديدات الأمنية التي تعاملت معها الشركة اعتماداً على أحد أساليب الهندسة الاجتماعية.

 

وقام التقرير بتحليل كيفية استغلال الجهات التخريبية للثقة بهدف اختراق المؤسسات بما يؤدي إلى تعطل الأعمال ووقوع خسائر مالية. وتم التوصل إلى نتائج التقرير عبر توظيف أدوات القياس عن بعد لشركة بالو ألتو نتوركس وتحليل أكثر من 700 حالة استجابة جرت دراستها.

F5 to acquire CalypsoAI to bring advanced AI guardrails to large enterprises

SEATTLE, WASHINGTON AND DUBLIN, IRELAND. September 14, 2025 – F5 (NASDAQ: FFIV), the global leader in delivering and securing every app and API, has announced its intent to acquire a pioneer in enterprise AI security. CalypsoAI’s award-winning platform brings real-time threat defense, red teaming at scale, and data security to enterprises racing to deploy generative and agentic AI. These capabilities will be integrated into the F5 Application Delivery and Security Platform (ADSP) to create the most complete solution for securing AI inference.

“AI is redefining enterprise architecture—and the attack surface companies must defend,” said François Locoh-Donou, President and CEO of F5. “Traditional firewalls and point solutions can’t keep up. Transaction details 

F5 will acquire all issued and outstanding shares of CalypsoAI, a private company with major operations in Dublin, Ireland for $180 million in purchase consideration financed primarily with cash. The transaction is expected to be immaterial to F5’s revenue and operating results.  

The acquisition is subject to customary closing conditions and is expected to close in F5’s fourth quarter fiscal year 2025, ending September 30, 2025.

دبي، الإمارات العربية المتحدة، 14 أغسطس 2025: أعلنت اليوم F5، إحدى الشركات البارزة عالميًا في تقديم التطبيقات والواجهات البرمجية وتأمينها، عن توقيع اتفاقية للاستحواذ على شركة "كاليبسو" (CalypsoAI) المتخصصة في أمن الذكاء الاصطناعي مقابل 180 مليون دولار. ويهدف الاستحواذ إلى دمج تقنيات "كاليبسو"، بما في ذلك الحماية من الهجمات الجديدة ومنع تسرب البيانات وتوفير رؤية موحّدة وحوكمة متقدمة ضمن منصّة F5 لتوفير التطبيقات وتأمينها.
